Because there is no camera shot of her zoomed in like this. This is a zoomed in shot of the existing footage. You are going to have pixelation, or graininess.

Having problem pasting link to my latest post (techno censorship or just my dumbphone) but click my archive and check out the one I posted today. I am seeing it in most of the SOTU pics I zoom in on. 🤷‍♂️ I'm really not trying to be the lizard-people guy, I just can't un--see it now.
