We are talking about a people that have had to move around Europe and the world countless times in the last 2000+ years when Europe has become exponentially more interconnected compared to the previous 100000+ years of humanity.
While they may have resisted adopting that territory's culture, they have been forced many many times by the rulers of those territories/countries in which they lived in to follow certain laws, live only in certain areas, and yes even marry outside their population. They've also been encouraged to renounce Judaism for Christianity to get more acceptance in the society and there are likely countless cases of people renouncing their Jewish faith and a few generations of marrying outside Judaism. Then their kin convert back to Judaism with less of the original Jewish blood and genes in them.
You gotta think of the history here, rulers wised up pretty fast of this Jewish people living on the their land but not adopting the culture, laws, eating habits, and even refusing to marry outside their religion. Because of this, historically Jewish areas were like their own little country and people living in these countries developed a negative attitude towards the Jewish people.

If the Jewish people didn't comply, they were kicked out and had to find a new home.
Furthermore, every time they converted new people to their religion they were allowed to marry these new people and often did. This is a way for them to stick with their Torah rules while also not fucking up their genes.
