It is a symbol of imperial government, dating from the Hittites. No real explanation for the dual heads. It could allude to the idea behind the Roman god, Janus, who had two heads to look both into the past and into the future. Which would click with the idea of an eternal empire (monarchs have delusions of grandeur).
