If the Ukraine army no longer exists, then responsibility for defense of the nation must fall on Russia. So how is this different from Vlad taking over Ukraine? I know that wasn't his intended goal, but how is it avoided?
Probably. Law of war rules of occupation says something about this.
Probably next is installing a caretaker administration to keep local government ,medical, & infrastructure running.
OK, although that still resembles taking over for the country's admin and installing your own admin.

What if he said Look, they're not bringing their best. They're bringing crime, they're making bioweapons, they're Nazis, they're gangsters, they're killers. But most of the civilians are good people. Shouldn't they be protected from the bad people?
Call that taking over Ukraine if you like; it will have the effect of protecting the Ukrainian and Russian people and promoting peace and security in the region.
