Good breakdown by the guy. A fire doesn't just blaze up on a tent vacated (calmly and not in any hurry) mere moments earlier by a random person if it was not lit maliciously.

For sure these are police, both the arsonist and the other person standing guard over the tent while the fire is lit and the 1st guy masks up.
