Clarifying question about neo-Nazis in Ukraine

So I know there’s a neo-Nazi presence in western Ukraine that Russia is stating that they are fighting. My question is what is the neo-Nazi agenda? Do they hate ethnic Russians? Do they hate Jews and blacks? What is their impact upon their region? Were they actively engaged in hateful or violent acts? Thanks
