If you look at it simply as an element of grammar, "will be" implies a future indictment. What if she had already been indicted?

Absolutely. We know that the elite like to obfuscate their intentions with "sloppy" language / grammar. So, it would be logical for our side to "mirror" that.

As to timing, I have no idea.
