When I was working orbital defense system design (constellation of 400 satellites) we arrived at the realization that, with packet switching between satellites, it would be possible to do so with a high degree of redundancy. I'm not saying that's how Starlink would work, but it would be strange if it didn't work that way. The only spotty coverage would be near the poles, depending on the inclination of the orbits. Think of it as being like GPS, except a live signal instead of a beacon signal.
