A high mpg car is cleaner than an electric car in coal burning China.
That would depend on your driving pattern.
On highway miles it wouldn't matter.
We can, in the rou d about way you described, use nuclear fuel for our cars.
Sorry but, an IGT is far more efficient than an internal combustion engine. Something like 70% vs 10-30%. A power-plant can exceed 70% when configured as a combine cycle with a steam generator.
As for the grid, there is minimal loss. That’s why you have step-down transformers at the point of use.
