What was this legislation for? Does anyone lynch people nowadays? This is just another reason people believe blacks live in the past.

This is ridiculous. It doesn't stop someone from killing someone for hate, it just means they would get worse treatment if they used a rope? It doesn't even stop someone from stringing someone up.

Why do these people come up with such stupid plans.
