DOD’s biological 'threat reduction' program now accounts for nearly 60% in the FY2016 budget. It also has grown from a program focused on dismantling the vast biological weapons complex in Russia into a tool used to promote “best practices” at biological laboratories with dangerous pathogens.
IN Russia? DoD does not have access to bioweapons labs IN Russia as far as I know. Maybe aimed at Russia, however?
They mean that building biolabs in Ukraine addresses a theoretical threat of biological weapons complexes in Russia, otherwise unspecified.

They are trying to objectify a theoretical threat. Russia COULD have bioweapons, therefore we need to be prepared, right on their doorstep.
After which, they are justified to build bioweapons labs on the Russian border, and who cares what happens to Ukrainians living in the vicinity? Oh apparently the lowly community stakeholders DO care. They don;t appreciate catching rare pneumonia that haemorrhages., or cholera.
Oh, the DoD and EcoHealth argue: Pandemics don't come form biolabs, right? They come from batcaves, where we spray the bats with bioweapons, or something. Anyway peopla are stupid for eating bats.
The US wouldn't like it if China was helping Canada build biological weapons to use against the US... Oh... wait...
