There's a "fake news" alert going around about this image. From what I've read, the lighting had to do with some Indian celebration, not Russia. Why those particular colours were used wasn't explained, but I'm not familiar with what they were celebrating.

Text on the structure says "Pradhan Mantri Bharatiya Jan Aushadhi Pariyojna" which means Indian public medicine(or healthcare) scheme.
