When the Soviets took back Stalingrad, they had more soldiers than rifles and less bullets than there were Germans.
So, they gave one soldier a Mosin-Nagant and another a clip of ammunition.
As soon as the rafts landed, half of the Russian forces were expected to be cut down by mounted LMGs.
They instructed the soldiers with bullets to find a dead comrade with a gun and for the soldiers with a gun to find a dead comrade with bullets.
Put them together, and now you have a loaded gun.
You use the loaded gun to kill a German, take his gun, and give your, now 4-round rifle, to another soldier with no gun.
History lesson in mind, I highly doubt they are doing the same thing here, but as evil as the Cabal members are I won't discount the possibility they would do the same thing the Soviets did in WW2.
The technical term is Cannon Fodder, for when your soldiers' lives are worth less than your enemy's ammunition.

Always wondered how accurate that scene was. My uncles and I always joked about them using their miniguns on their own deserters instead of y'know the enemy lol.
