As I understand it, the cooling water never comes in contact with the reactor - it's not heated as steam for the turbines. So if the cooling towers (or whatever heat exchanger is used) is compromised, that wouldn't mean that radiation was leaking.
It would probably be the reactor water or steam that was leaking. If it's true at all.
