There are citizens in Russia that don’t like their government is doing just like how there are US citizens that don’t like what the US government is doing. I like your point. Just because Russia’s opponent is doing something wrong doesn’t mean Russia gets a blank moral check to be justified in whatever means of retaliation that they choose.
Russian citizens are fine with what Putin is doing in Ukraine from what I understand. They don't want a cauldron of biological weapons simmering on their border.
They also strongly support the annexation of Crimea (92%), because Crimea is Russian.
