So... having samples of Bubonic Plague at our labs in Ukraine was just a mistake?

Then who ordered the shipment of thousands of fleas delivered to that same facility?

You can study a plague sample in a test tube, or look at it under a microscope. But what were the fleas going to be used for?

Bubonic plague isn't really that deadly. A number of cases occur in the US and around the world every year. Simple antibiotics make one well again anymore. Difference is that in the 1500s there were no antibiotics, so it was much more deadly.
