Doomsday plane is an unofficial description of nuke-hardened and EMP-proofed aircraft that can be used as emergency command centers for the ruling authority of the US (POTUS or VP) and the military (JCOS) in case of nuclear war or any major existential threat for the United States as a country. I think it is to be expected, since POTATUS and the DS are upping the ante against a nation with a crapton of nukes and a safe haven for hackers, it would be common protocol to check all systems to see if everything's working for a possible worst case scenario.
