Its an algorithm machine that helps people predict outcomes with like a web brain thing that you can input info into.

The algorithm is created based on the understanding of humans and information and behavior and how to use fear or whatever to get outcomes of totalitarianism.

Could be used for good or evil. Tools are tools.
