Where did you get that from?

Maritime distress can be bottum-up-flag as a means to attract attention, but is not internationally recognized.

So, no, I think you are wrong there. A yellow fringe has a different meaning.

Since 2000 US flag with Yellow Fringe become the norm.
Russian state flag does not have yellow fringe, but the Presidential flag does.
Ukranian flag @ Zelenski presses has yellow fringe.

These events can be observed.

Read, please, title 4. Where is the Presidential proclamation to the effect of: Yellow Fringe? Bird on top?

Whereas the law perfectly states that nothing goes above the flag? and placing alterations to the flag = desecration?
