One of the ways of cheating is to connect the voting and tabulation machines to the internet. Once connected, the machine can be manipulated over the internet to achieve the desired outcome. Often, these machines are connected via wifi. Therefore, an easy countermeasure would be to jam wifi in the vicinity of the polling place. They shouldn't need wifi so if someone complains, they have no leg to stand on.

Well that would take care of the 3:00 AM vote manipulation, but as I understood it, the targeted machines voting software algorithm was preset at install time to weigh one candidates vote more then another. I could be wrong. We definitely need to ensure that the machines AREN'T connected to the Internet.
