One of the ways of cheating is to connect the voting and tabulation machines to the internet. Once connected, the machine can be manipulated over the internet to achieve the desired outcome. Often, these machines are connected via wifi. Therefore, an easy countermeasure would be to jam wifi in the vicinity of the polling place. They shouldn't need wifi so if someone complains, they have no leg to stand on.

Voting machines do not need any communication interfaces ... None. Zero. Zip. The machines should only be used for tabulation of ballots, and those ballots are the official record of the election.
