On the one hand, sure, yeah. On the other, if it takes a law, you've already lost your entire society. Forget the individual instructors, the culture is lost if it takes a law. This would have been grounds for lynchings 60 years ago.

Hmm, I was thinking more like 15-20 years but yeah, Definitely 60yrs, hanging offense, no trial or hearing necessary.
