Well. Given they currently have a massive population imbalance of men particularly younger men compared to Women.

And young men with nothing to occupy their time are rather dangerous especially to a Government like the CCP. Even if they could utilize competent tactics. There really isn’t an incentive to.

As they have a population problem that needs to dealt with. Ergo. Kill two birds with one stone.
