These people are evil and use the same tactics of terrorists. This reminds me of the King David Hotel bombing in Jerusalem, in which 91 people of various nationalities were killed, and 46 were injured. Disguised as Arab workmen and as hotel waiters, members of the Irgun planted a bomb in the basement of the main building of the hotel.

They may argue they called some time before in order to have people evacuated but it was actually too late.
