it's a false dichotomy (classic car move) where you have to decide which one is good.
Both are "bad" in terms of human rights, but it may be that Putin is less bad because if he wanted to annihilate Ukraine in one day, he could. but he hasn't. if he wanted to jack up prices for gas and fertilizer, he could because he's the biggest "dealership" in town. (that part of the world).
Putin sees a threat, he's responding to the threat. what the threat is has been obfuscated by propaganda. but absent the threat, why bother wasting the resources? why deal with the blowback?
In the end, all the leaders of the world are businessmen managing resources and leveraging their power to protect something and/or to gain something. Ukraine leadership are no better than Mexican cartels.
