Yes, that is the common interpretation.

If the CIA knew of these experiments and knew they were evil, and they wanted more of the evil, then the CIA must be evil, correct?

And because I don't blame their evil on Nazi corruption, I must therefore be a Nazi, is that where we're going?

That would be consistent.
