Im beginning to think devolution needs to include Russia and China and the idea that putin and Xi may have been "positioned" by the good guys. It's probably easier to purge deep state from a dictatorship than a country whose populace thinks they are free.
There's a photo of Putin with Trump burned into my mind. He is sitting to Trump's right looking at him the way a kid looks at Santa Claus or something. Like he is in awe. At the same time extremely subservient, which was fascinating to me given that it was Mr. Macho bare chested guy. Talk about testosterone and law of the jungle stuff. Trump is truly legend.

I think devolution only makes sense in the context of the USA's government structure. Other countries are part of the plan, but their government doesn't need to devolve: for example China, like Saudi Arabia, can do a purge; same for Russia. Maybe just semantics, but that's how I see it.
I guess since the biggest devolution is from the money system Russia has been on that too.
