Well, if you ask that question, then you have to wonder why his USSS detail didnt remind him, or go get it for him. Maybe the white hats set a trap and if Hunter had returned to pick it up himself (or his detail) it would have been game over.

Not picking it up is the only "chance" at plausable deniability. With the help of the media, that tactic proved true long enough for Pops to get elected.
