This doesn't accomplish a fucking thing. It's nothing but political theater. The machine will just print out the proper vote on paper then the vote will be switched anyway if the evil bastards want to. 99% of people won't even realize they've been scammed.
The only solution is to get rid of all electronics in elections, use paper only, require ID, and publicly execute cheaters.
We need to have a receipt given to us to prove we voted and who we voted for. I have never heard any one mention this idea but I personally feel this should be a mandatory requirement that we also have a hard copy of the transaction.
It is nice that election laws are being scrutinized and upgraded...it would be nicer if, upon suspicion of fraud or just wanting to scrutinize an election, the government would actually allow us to see ALL of the data! I'm tired of state entities putting road blocks to draw out election scrutiny in order to run out the clock. Elections cannot be transparent until all information, electronic et al. is transparent.
Dump all of the compromised voting machines (which includes all of them) and go all paper.

Why not give a print out to each voter, and also a paper print out that is verified. Both the paper and machine votes must tally.
