of course... if they can take down DNS, they can take down everything else related, like umm.... the handful of backbone routers that actually route traffic via IP can just be shut off, or even whitelist only specific critical infrastructure, meaning 100% blackout for everything not on the whitelist.
You're right about that, but missed the bit about a hosts file.

on OSX allows you to manually define a mapping between a domain name and an IP.For example, an entry like
172.67.145.123 greatawakening.win
will effectively bypass DNS resolution and just trust that you know the IP.For fucks sake you people are gd stupid.
