I think most if not all of the "women" swimmers on the NCAA team are secretly trans. If you want look up pictures of the team or watch the races to see they have very masculine bone structure, muscle development, faces, and they're all flat chested other than normal athletic male pecks. They have some of the widest shoulders I've ever seen on a man or a woman, and they all have male hips. Some women will have shoulders wider than the hips but it won't nearly be this drastic of a ratio as these swimmers have.
There are all kinds of body types out there. There is a certain body type (m or f), that glides better thru the water and gives that person an advantage. The rest of it is training, but if you have that wide shouldered narrow hipped style (usually with an extra long torso and short legs in relation) you'll have that advantage that will get you in over someone else of different style but equal amounts of training.
Take a look at full body pic of Michael Phelps and you will see a distinct body style built for this sport.
I agree there are different body types but it's probably impossible for a woman's body to have that drastic of a hip to shoulder ratio, so that's the main reason they look so masculine to me.
Just think about if you saw these people on the street and you've never heard about them before, you would probably think they were a tranny. It's just because the news tells us they're women that it fools us.

This video is good if you want to see their bone structure before the race, they all have very similar looking bodies to Lia. https://www.youtube.com/watch?v=thtX33M2nrM
For those of you who can't see what I'm talking about check out this guy's transvestigation video about open trannies so you can get an idea of what MTF's (Male to Females) look like. These swimmers are a lot more obvious in my opinion than these models are. https://odysee.com/@MrE_Collection:e/2017.10.24---MrE---Playboy-Comes-Out-of-the-Closet:a
