I pulled.my kids from city schools years ago because of this.

It.may not have been a formal declaration but it has been happening for YEARS.

Many occasions of certain kids never getting punished for what they did. The excuse we always got was "they have a rough home life" or we would find out that they had a family member that worked for the school district.

I have personally witnessed kids not serve any punishment for fighting, bullying, jumping another kid(several kids tag teaming one kid), stealing.

Thats not even to include the daily outbursts and disruptions that required removal from class, or verbal abuse towards the teacher or.other students, or the school being aware of criminal activity on school grpunds and NOT contacting the authorities.
