They decimated Libya's military and Gaddafi ended up murdered in the street...

The Obama Administration claimed it had no knowledge of any civilian casualties...

There were far more planes flying in the 'no fly zone' than anywhere else. And they were the ones swatting libyan stuff aside like shooting fish in a barrel.

So its a nonsensical propaganda term intended for the media to deceive people, trying to assert that a military offensive action is defensive in nature.
