When a nuclear weapon is set off underground, which is where NK is testing their weapons, the explosion creates enough of a shockwave they seismologists around the world can detect the movements in the earth and calculate the epicenter of the blast, just like an earthquake. Anyone with precise equipment and the training to use it would be able to verify if they're watching when one of the explosions occurs. So, I'm pretty confident NK is in fact developing and testing nuclear weapons.
