That's a powerful condition.

God is always ready to relate to us, but He requires a few things to do so. One, a common base. A similarity between our thinking and God's thinking allows for significant connection. Two, we always have a portion of responsibility. If God claims or interacts with us, it's because someone, somewhere along the line has done things that satisfy the human responsibility portion. It might be us, it might be someone else, but God takes that effort and that action and uses it as a foundation to interact with us. (Example, even though Paul was persecuting the Christians, Jesus unity with God was such that God could claim Paul and make him into a great instrument. Jesus merit bore fruit in Paul.)

"bless my family, my friends, strangers, and even my enemies - amen" is amazingly powerful. God has a heart to love even his enemies, and if you or I even have the intention to be like that, it's a powerful magnet to God.

While Salvation is a grace from God that we cannot win by earning it, nonetheless, in God's original framework, humans have a portion of responsibility and so that's a factor on HOW God relates to us.
