If Harris is elevated to POTUS, then the Dems no longer have a tie-breaker for the 50-50 Senate. Of course that's only the current Congressional make-up. Which means they may have to pull the trigger on this in the next 9 months before the GOP possibly takes back both chambers. Either way, the Republicans have some say in who Harris would nominate.
Question is, why choose Hillary? Why replace the Biden scandal with Clinton spy-gate scandal? And if Harris is President, then Hillary will no longer be breaking that glass ceiling. My guess is they would choose an elder statesmen type to reassure the public who view Harris as a light-weight. John Kerry maybe.
Because there is an unseen hierarchy of power that is completely orthogonal to what we are aware of. Hillary is very high up in this. Although nobody likes her, even the people who are working towards common goals, she has the position and must be respected.
