I'm sorry, but I have to point out some things that are rather obvious, which I'm sure most people contributing to this site saw immediately.

See those quotes? This obviously isn't some kind of announcement. The man in the video is quoting someone to get a response from another speaker, the prompt of which you can hear being clipped off at the end.

It looks to me like the person tweeting this stumbled upon a juicy discussion and saw an opportunity to be clever and show what it might be like when we finally get "the news" we all want to hear. Or it might be that he or she is convinced that the quote proves something. There's no way to tell.

It would be more interesting to me to view the entire segment to know who is being quoted, who is being asked to comment, the reason they are discussing it, whether the person being quoted believes what he or she is saying, and does the person being quoted assert having credible sources that satisfy whatever criteria he or she has to assess reliability?
