The wicked shepherd who is describe in the Bible as blind in one eye, with a withered hand—much like someone with a traumatic head-wound/brain injury/assassination attempt. The one-eye symbolizes wisdom and all-seeing Horus to the cult, but it also heralds their god, the beast—who will control all commerce and force them to take his mark.
