Printing the ballots (which in most if not all states are a single piece of paper marked for all local, state, and federal offices) is up to the state.

US printing office supplies paper to EVERY state and then they print them.
Correct and my understanding is the Federal supplied ballots have "the water marks". The Chinese imported ballots obviously don't.

This is not true either. Most if not all states hire private printing companies to print their ballots, and these companies provide the paper.
