It's the Federal Mission Resilience Executive Committee's (EO 13961) determination which of the National Essential Functions are maintained, and which can slide.

Devolution Part 13 - Federal Mission Resilience Executive Order 13961

This builds on not only Hussein's EO 13618 by replacing pieces of it and restructuring the FMR Executive Committee, but Trump's Federal Mission Resilience Strategy of 2020, and the word "devolution" is straight up used on pg 7 of what is a 17 pg (kek) document
