Think about it.

What he's saying is, that they have identified who these puppets are, and so people (yes, you and I too) can begin a concerted effort to pull them down.

He's not suggesting in any way that they were secret. Rather, he's explaining that you have to know who your enemy is before you can begin seriously engaging them.

I would have thought that was obvious.
