i think his description is purposefully ambiguous. You can take it as look at Joe's dementia, or post stroke personality (the symptoms are classic stroke) -- SOMETHING CHANGED HIM to a doddering old fool who is not fit to be in charge of what he is in charge of.

fox has decided to promote the 25th and that is the point of tucker's show. for whatever reason, this guy's dumb and unstable.
