I know most would say that the Rothschild is top of the food chain. But is Soros really taking orders from them?
Soros seems to have the US gov purchased by himself. He seems to work from his own angle.

They work in concert until a certain point, then one screws over the other and has them for dinner. In the end their all just staffers, brown coats and a means to an end.
