The only thing I am sure of is the CIA must be completely dismantled. I believe they are the senior player of the Cabal criminal enterprise. I believe they create the criminals, shift the blame to their criminals, then hide behind all the various players they create. Think about it. They hid what happened to JFK, MLK, Twin Towers, blamed McVey for the bombing to hide Hillarys crimes, etc. I believe they are the head of the snake.
