The only thing I can think of is if Gesara happens and we all get paid back reparations for the birth registration scams.

Then it could be that you have to go back to your birth country to get it.

I thought this up myself, haven't seen it anywhere but i think it would work on a lot of the illegals. They'd be happy to go home if they got a bunch of money without working. Then they could fix their own countries.
