I don't think so but it's very similar to Walt's handwriting/signature. I'm pretty sure they used those fat block letters as long as he's been Mickey and even back to Steamboat Willie.

It's accurate to today's Disney but not when it was founded and hasn't been a logo ever as far as I'm aware.
