Would be good to overwhelm them somehow like wot happened in France. They wanted all Brits living in France to swap their licences for a French one, and all sorts of restrictions. They were swamped and after a very short period, gave up and let them drive on their British licences. Sold as a negotiation win by the Brits but really French couldn't be arsed.
