I think you have to have 4G at minimum now. I had a 3G flip phone and had to get a new one to be current with the AT&T network, which is now 4G.

QR codes seem to be a staple of the slavery/surveillance/reset people, so fuck everything about that. I bet the company that owns that redirect site & tech is amassing some amazingly harmful data that they are very happy to onsell to shady people for all sorts of nefarious ends.
