Only applies to the United States of America. DC is occupied territory. Interesting to read 11.3 - 11.11 in the military code. Those protesters to the foreign occupation may be detained. If they had fought back or committed a crime against one of the occupiers, then they could be punished according to the laws of the occupiers including capital punishment.
