Not saying there's nothing nefarious but Disney says it's how the workers get from one area to another. Costumes are kept there. People have snuck in and videoed. There are places on the internet that tell you where the doors to the tunnels are.
Hidden in plain sight is the best way to successfully maintain an illusion.
By having "secret" tunnels meant to be found, you could hide other tunnels within the tunnels. With Disney's budget, also, they could easily afford the construction of false walls..and the hitmen to dispose of the ones who built them.
